Is there a program that can produce accurate millimeter measurements from photos?

I am doing a project which requires measuring very small seeds. I took a photo of them under the microscope over a piece of graphpaper and now I need to make measurements from these photos using a program which can allow me to measure any distance on the photo in millimeters. Do you know of any program that can do this? If its freeware its better! Thanks
