What are some factors to consider in an HR software?

I am looking for a good HR software for my company. I have around 25-30 employees. I browsed on the web and found some systems but I am not sure whats the best out there. Are there any freeware that anybody has tried out? I don't have a huge budget. I am mainly looking for Leave and Attendance Management.
