Those 50,000 troops still in Iraq, are they in the part where the Kurds are?

The Kurds are friendly to Americans. We could consider Kurdland to be a seperate country from Iraq. We could establish a democracy there and help them keep the wacky Iraqis out of their territory. This way we will have won the war.
