Why does the water in my fish tank have bubbles around?

it appears like bubbles / suds but obviously i didn't put any soap in there lol it's only around the sides and not on the entire surface...what is causing this? i got 3 fishes and a small water plant, got the filter w/ air pump too and pebbles
